Official Report 7.12.06. Dennis Canavan: Is the First Minister aware that, if the Protection of Vulnerable Groups (Scotland) Bill goes ahead in its present form, about 1 million people—that is, about a quarter of Scotland’s adult population—will have to go through disclosure checks and that any criminal record that such people have might be disclosed, even if it is completely irrelevant to working with children and other vulnerable people?
